I don't think it's intended as such, but that's a very cool way of thinking of it! Same emperor as where we left off, jumping ahead a bit, but now looking in from the outside with a very different view of the Romans. And historically accurate (at least where it matters, despite fictionalized characters to help the story flow).
That said, sometime before I'm an old man I'd love to see the timeline of the entire empire (or at least up to the end of the Julio-Claudian dynasty) fully portrayed in a bunch of high quality, historically accurate series like this.
